1The short version

Somebody is going to lean their whole body weight on that rail with a drink in hand, and code was written with exactly that person in mind, not the careful one. Residential guards at open-sided walking surfaces, decks, porches and balconies alike, have to be not less than 36 inches high, measured vertically above the walking surface (stair guards get a slightly lower minimum, 34 inches, measured from the line connecting the stair nosings). This single number is the backbone of every deck railing built to current code, whatever the material or style around it.

2What it takes, and what goes wrong

Recent code cycles added specific deck guardrail requirements on top of the general guard rule, alongside factoring snow load and tributary area into post and footing sizing, because a rail that's structurally sound in a dry climate can be undersized once snow load is added to the deck it's attached to. The common failure isn't the height number, which is easy to measure and easy to build to; it's the connection behind the rail post, the same weak point that causes rail failure far more often than a total deck collapse.

3The two or three ways people actually build one

Traditional wood baluster railings are the cheapest and most common, built to the height and spacing numbers directly. Cable railing systems trade the vertical balusters for horizontal steel cables, which changes the visual weight of the rail dramatically but still has to meet the same 36-inch height and hold the same lateral load; cable systems also need the posts spaced closer and stiffer than baluster rails, since the cables themselves want to sag between widely spaced posts. Glass panel rails, the least common and most expensive, keep the view completely open while still meeting the height rule.

4The first hour

Before any rail goes up, mark the finished walking surface height around the whole perimeter, since a rail measured from a temporary surface or an unfinished deck board height will be wrong once the real decking and any surface treatment are in place. Getting that reference line right is duller than cutting the first post, and it's the part that actually matters.
