The meat is safe to eat hours before it's actually good, and that gap is the entire reason a brisket takes all day. Beef's USDA minimum safe internal temperature is 145 degrees Fahrenheit with a 3-minute rest, but that number is a food-safety floor, not a doneness target. Brisket is a tough cut, full of connective tissue, cooked low and slow for hours past that minimum specifically to break that tissue down into something tender rather than just safe to eat.
