1There's a real number behind 'too high'
The federal accessible design standard sets shelf storage at 40 to 48 inches above the floor, the band most adults can reach without a stool. Open shelving above that height stops being storage and starts being display, which is fine, as long as what's up there isn't the thing you need every morning. The older extension kitchen-planning standard drew the same line a different way: no shelf higher than 72 inches from the floor, with wall cabinets hung no more than 15 inches above the counter to make that possible.
